Billy Joe was preceded in death by his father Stanley Harley. He is survived by his mother Frances Harley of Seward, Alaska, his longtime companion, Tana Jack of Yakima, Washington, his half-brother, Charles Harley of Wetumka, Ok. and a host of family and friends.
Burial at Weogufkee Indian Baptist Church Cemetery in Hanna, Oklahoma.
